Short version: A police flashlight ended the night at the nature preserve. Joe Fitzpatrick found Carly and Valentin standing over Jack Brennan's remains and arrested them both. Elsewhere, Jude Jacks ran into Britt and Josslyn on the same night, and Heather Webber showed up in front of Trina.

Why were Carly and Valentin arrested on General Hospital?
They were caught at the burial spot. Carly saw a hand sticking out of the ground, and Valentin confirmed it was Jack's.

What did Danny tell Jason?
Danny went to Jason at the boathouse. Per Soaps.com, it was the anniversary of Sam's death, and Danny said he misses her.
He then told Jason about the Brennan situation, including the finger. As soon as Jason learned where Carly and Valentin had gone, he rushed out toward the preserve.
